Door lock rod

Doing some work to the door locks on my -68 Charger. Got two questions.

1) Is the door lock rod supposed to go under the metallic clip (marked with red in the picture).
2) What is the function of the white plastic part (broken in the picture)? Is this part available from somewhere?

Looks like the rod is routed correctly. That metallic clip is for the armrest screws.
The white plastic part is some kind of protector, the inside handle mechanism would be right under it where the rod attaches to it. Perhaps an early form of anti-theft or break-in prevention gizmo.
I'm sure I have some of them that removed from doors over the years. PM me.
