cigarette roller from the 1940s i did my fathers cigarettes  for him but they were only 15 cents a pack back then

"Target Junior" looks like it's a brand name with a target for a logo.  Maybe a stretching or forming hand tool.  A few extra pics with the hand lever in different positions and different pic angles may help.

cheap   target practice, shooting a cans and crap normally with a 22   :2thumbs: was  popular way back when ,shit i remember it from when i was a kid  that sucks  :eek2:

target was the brand name for rollling papers that you put in on one end pour the tobaco in than you would lick one side of the paper where the glue was and than pull the lever to make the cigerette

should have been more observant didn't notice the charger model on the table  :slap:  thought it was bigger. you could buy a similar devise right up to the 90's hell probably still can, used it to roll scoobs .would roll up a dozen or so and then party on
