Fender bolts painted body color?? Or not??

I've seen under hood bolts (fender and hinge) painted and also unpainted on different Chargers.  I'm currenting detailing under the hood of my 70 and was wondering if the bolts were painted at the factory?  Or not?  Any input would be appreciated.

They should be body color.   The fenders were on the car when it was painted on the assembly line.
