I've never seen this little gizmo on the back of the ammeter before (68 Charger). Could this be for p. windows?

Yes . I believe it is from the power windows.
68 Charger R/t white with black v/t and red tailstripe. 440 4 speed ,black interior
68 383 auto with a/c and power windows. Now 440 4 speed jj1 gold black interior .
My Charger is a hybrid car, it burns gas and rubber............

I thought the power window circuit breaker was closer to the steering column?  Maybe not..

It's a breaker used for several high-current accessories like power windows, power tailgate or convertible top.
