69 water control valve. Need some input.

Last year I restored the water valve on the charger.  I took it apart, cleaned it up and replaced the seal.  When I installed it the heater worked but I was unable to shut it off.  The temp button didn't change it in any position. 

I know the cable might be a bit too tight leaving the valve open all the time but in case this is not the problem, what else can I look for?

The little stem inside the copper tube moves maybe 1/16" to 1/8" when operating the cable lever which seems very little.  Is this normal? 

Also when I'm driving, air is rushing through the vents.  The faster you drive, the more air comes in.  The valve is bypassed right now but I do have hoses on all connections so I'm not sure why this is happening. 

Could someone please enlighten me?

Dino, I know this is an old thread but did you ever get this sorted out?  I'm going to start the rebuild of my AC box this weekend and I plan on doing the water control valve as well. Right now the valve moves very little.. I'm not sure if it is the cable or the mechanism that is jammed up. I plan on taking it all apart and cleaning it to see if it frees things up

Where is the best place to get a new cable?

Yes I did.  Turns out the valve stem was not moving enough inside the brass tube so it was unable to stop the water from getting to the heater.

The problem was the clip securing the stem to the cable lever.  It had too much movement so I used another one.  Now the stem travels a lot more and it seals the tube perfectly.

So clean the valve, oil the mechanism and replace the seals.  I also put some ultra copper around the firewall seal to ensure no leaks.  The cable adjustment is simple, the instructions in the shop manual are really good.  Follow it to a T and everything will work just fine.
