water drainage

I just picked up a 68 charger thats in pretty good condition, The old owner told me that if water gets in the air intake vent at the bottom of the windshield that sometimes water Will leak inside the car from under the dash. I'm sure that theirs a drain thats clogged, Can somebody tell me the best way to access the drain and clean it.

There are drains down each side of the car. If water sits in there is can rust out the floor of the cowl and it will always leak even with a llittle water. The first pic is the drain at the edge of the cowl. The bolt holes you see to the left are for the hood hinges. The metal piece to the left of those is the splash shield which can be seen better in the second pic. The third pic shows the hole at the bottom where the fender, rocker, and splash shield meet. You can see this from the inside in the second pic if you follow the splash sheild all the way down. I dug out a ton of dead leaves and other gunk from this area when I removed the fenders.
