What the heck am I doing wrong?

I will begin by writing that my knowledge with computers is limited. I am a fair typist but my spelling and grammar are excellent. My knowledge of computer terminology is akin to a woman with cars: I know how to operate some things , but I dont know HOW they work.
I have tried to load pictures several times and They get kicked back with a response of something like "you have already submitted from this folder" or something similar. I have made sure to downsize the pictures to UNDER the 200kbs but they still often fail to go through. Any ideas on why?   Thank you.

Resize the pics to about 700x525 max. If you click the back button when a post fails to load then try to post again you will get that error message every time no matter what. You have to close out the site from your browser, come back and try again. Sometimes even then it will tell you that the attachment file name has already been submitted, so resize the pics and change the file names and you should be good to go. Frustrating, I know...

My guess is you're saving the picture with the same name that the camera gave to it. Since each brand of cameras uses their own naming convention (mine is DSC####) there are likely millions of people with identically named pictures. The odds of two or more of those people uploading a picture with the same name to this site are actually pretty high. Heck, I've "rolled over" the counter on my camera so now I have multiple pictures with identical names on my computer! My solution is to save the resized picture with my initials (or some other semi-unique) as a prefix. For instance "DSC0001" would be "tlp_DSC0001".

Using Photobucket is handy but has it's own set of problems (like periodic deletion if your account goes inactive or breaking posts if the image gets moved).

There's a way to "fix it" with the forum software but it has one HUGE drawback - people keep uploading the same picture a few dozen times. The eats up a massive amount of server resources and slows things down for everyone.
