On the 3M Product...  Would I then apply 'Rust Bullet' over the top of that?  Or??  Can you paint over the 'waxy finish'??  I am a bit confused...

No this is used after everything is sealed, painted, primed or whatever you do to try and seal it all up (rust bullet) then use this to get at those areas you couldn't get with a spray gun. It stays pretty soft, so paint over the top of it would wipe off pretty easy.

im using por 15 on the inside of my rust areas and on the back side of my outer payches ..even tho it prob. gets cooked off from welding

I ran out of shielding gas which might explain why my last welds look so rough...  I need to pay better attention to the gauge on the regulator...    Just a question... what amount do you run with your welds?  The local shop that I get the shielding gas from said to run between 35-40.  Do you all agree?

Anyway, I have a few updates...  spent time cutting out a couple more rust areas and cleaning up (removing the undercoating and 40+ years of oil, grime, & clay) the underside of my Charger.

Yep.. more rust than I thought too...  ;)     Oh well, I just keep cutting, fabricating, & welding as I 'uncover' more issue areas...  Like tonight... I thought I was going to keep the remainder of the passenger side rocker panel... Nope...  found some more rust and cut it out... fabricated a piece and welded the inner rocker panel in.   One step forward is still one step forward... :)

More work today..  finished up the floor pan repairs, patched the outer area where the door hinges are, and finished did a small rust repair on the passenger side door jamb.

Purchased a T-Cap from Peters02 (Thanks)...  I decided today was as good a day as any for it to be welded on...  First the prep...  Removal of the front suspension, k-frame, and torsion bars.   

I was not able to get the upper control arms off AND I will be replacing them with the tubular style so I decided to simply 'sawzall' them off.
