headlight issue-installed new headlight switch-1992 Ford. [brights+ parks only]

Question if anyone has experienced this or can offer suggestion to chase problem.
this is on a 1992 Ford E350 Van Bodied RV -Gulfsteam. 

Headlights quit working. Parking lights worked and you could flash high beams [ pull stalk on column ]. And the instrument panel rheostat still worked.
20 amp Instrument panel / light switch fuse was fine. changed fuse anway.
Pulled drivers side bulb - the new style where the bulb comes out the back and the lense stays in place.

Ran jumpers from battery thru 20 amp fuse directly to the bulb. It has a 3 wire connection. With direct battery power i got the bulb to light both on high beam and low beam. [making a loop with the center ground pin and left pin, than a loop with ground and right pin.]
Bought a new headlight switch [ in dash ] from Ford dealer. Pulled apart dash, got out original headlight switch. the pins looked good, the connector looked good.  Put in new headlight switch.... --now The parking lights still work, the instrument panel rheostat light works, you can flash the brights by pulling back on the stalk, you can make the brights stay on by pushing in the stalk.  Regular headlights still don't work.  Bought 1 new bulb, put it in, same result.

All i have is a Chiltons manual that is for the E350 but its a little generic as it covers about 8 years worth of vans. I don't see any relays in the chiltons for the headlight themselves, maybe i missed it ?  There is a "power distibution block" in the engines compartment that has a 60amp fuse that covers lights and instrument panel [ says Chiltons], that 60 amp fuse was also fine.

Ideas, suggestions ?     I have a mulitmeter but aren't too smart with it.

Something is going on with the "dimmer / windshield wiper stalk "  . Moved it around slowly last night, and could get headlights to stay on, also found a pic of wiring going thru this switch before reaching the headlights. May try replacxing that next.
