Inspector? holes stamped through fender tags?

Greetings All,

A friend asked about his V0G GTX and the letter shaped holes stamped through the fender tag.  My best guess was that these were just inspector stampings similar to the large 21 or 22 found stamped into (but not through) the Lynch Road car tags.  Anyone know what the various letters stand for?  I think there was an A, E, O ??

My 68 St. Louis Road Runner has an "S" stamped in it.

It's an inspection stamp but if you notice, the tags were punched before painting. Therefore, the inspection was most likely done after the body in white was assembled but before paint.
