73 headlight problem

I am trying to get this 73 on the road, but no headlights. I have the cluster almost removed now. I was thinking maybe a bad headlight switch. I will have to tear another parts car apart to get at the switch so I can see if this may be the problem. The car has bad tailo lights that need changed also....could the wiring in the back be making the headlights not come on? Seems like my tester is telling me that very low voltage is comimg through! Thanks for any help!
