I know of cars in MD that added bumpers etc to comply state regs.I dont think NJ enforced any of those type rules on the wingcars

Guess its up to interpertation to what may have been done to make it as they say street legal .But this other daytona vintage ad says clearly will sell with or with out driveline for racers

I'd bet there were a lot of dealers who thought it was a track ready thing.  Mr. Norm was by far the exception, not the rule and to the huge majority of dealers who wanted to sell Monaco station wagons and Coronet sedans the entire line of muscle cars were just a bizarre mystery to them.  Look how many refused to sell Hemi cars or even attempt to do high performance warranty work.

been thinking   remember reading about a few states refused to register the Daytona with out a front bumper     think Alabama was one !! ,  i await to be corrected   
also been thinking on this selling with out a motor   just suppose a few dealers were having trouble shifting daytonas  especialy Hemi ones ,  perhaps  the dealer  sold the  Hemi motor to racers , &  re worked their daytona Ads  hoping to off load the engine less  daytonas , to would be privite grandnational racers   ,
