wiring up dash and have a few questions?

So I put the new harness in my 69 charger r/t dash, and bolted it all up. Now I'm testing all the light to see if they all work. I have no steering column in it yet so those wires are not not hooked up. This is my question when I turn my high beams on my dash starts sparking on the back. So I pulled the cluster out and and with the high beams on the whole dash cluster frame has power to it with the test light. When I put it on low beam the dash cluster does not. With high beams on my wires that go to the high beam switch get hot.

if the wires are heating up then too much current is being pulled through them something is creating too much resistance in your hi beam circuit i woud say. as for power runing thru the dash frame no idea
