Deoxidizing Metal (or Deoxidising)

Saw this as I was reading about media blasting:

"Also you should of deoxidised the metal(a form of killing rust) as rust forms as soon as metal is bare. By deoxidising you delete the chance of rust coming through"

Couldnt find anywhere just exactly what that means or what you use to do it. Anyone have experience deoxidizing? :popcrn:

They might be refering to treating the metal with a metal conditioner like dupont 5717s to treat any flash rust and etch the metal for epoxy primer.
