1969 Charger fuel/temp gauge wig wag

Hi Everyone! Has anyone had the experience of seeing the fuel and temp gauge indicator needle in a '69 charger go back and forth? I tried replacing the gauge voltage regulator but it didn't work. The needles on both gauges will slowly go from empty to the actual fuel quantity while I am driving. Sometimes the needles will stay put but most of the time they will sweep back and forth. Also, does anyone know which of the 3 terminals on the gauge voltage regulator the condenser coil plugs into? Could the condenser coil be bad? Can I leave it unplugged? Could there be a grounding issue? Anyway, its been driving me crazy and any help would be much appreciated,

I believe the condenser goes on the middle terminal. gerry
I used to own a mopar because it was different, but now I know better.
