power steering box question

I have a steering box question ,i cleaned the hell out of my orginal gear box and i might have got water down in my steering box but not sure but anyway i put my whole front end together and now the steering box will not move with the steering wheel is it because the wheels are not moving and there is noting pumping power steering fluid into it,would it move at all with the car jacked up and no tires on it?

Do you have the key in the ignition?  The steering wheel locks without the key...

no its not the lock  the steering column will move free with out being hooked to the gear box this gear box is one i had on a car a couple of years ago and i cleaned it repainted it

Have you tried it with fluid pumping to it?

Are you sure that you don't have the box bottomed out ?
