Can't figure out how my new fuel sending unit goes in?

Ok I finally got my new sending unit and now can't recall exactly which part goes first. I'm assuming the seal goes behind the plate itself then the metal ring but don't get how exactly the metal ring snaps in there.

The seal fits against the tank.  Then insert the sending unit.   The metal ring goes in last.  There are tabs on the ring that fit into slots in the tank.  The ring is rotated clockwise to force the sending unit to seal against the tank.   There may be a special tool to do this, but I've always used a punch and a hammer to tighten the ring.
