Valve seals leaking?

would bad valve seals cause all this build up on the intake valve?
The seals are fairly new and still pliable but are they suppose to sit down on the guides?
The exhaust valves are clean and the top of the pistons look like this intake valve.

if you have blue smoke out the exhaust when you first start the engine and then its alot less smoke after running for a little bit that is a sign of bad valve seals
