window fuzzies and upper door pad question

Does the inside window fuzzy (AKA cat whiskers) go over the top of the upper door pad or under neath the upper door pad?  To look correct, I want to say that it should go over the top of the door pad but it does not want to click into place.  Anyone have any insight to this?

the pad slides under the whisker trim ....take the pad off install the cat whisker THEN reinstall the pad
