Package tray for a 73 WH23 hardtop, Should it have padding on the back?

Today I went to Year One and bought a Package Tray for my 73 Charger but I didn't get the jute padding because it was like an extra $12. Should mine have jute padding under it? I got the standard package tray with no speaker cutouts since mine only had the AM radio. The dealer brochure I have says the AM/FM stereo came with rear speakers. It seems like every panel and cover in the interior there is padding for, but all my panels have been removed several times from the previous owners, so I don't know if I should reinstall the padding. I thought only the SEs came with all the extra insulation.

I've never seen a pkg tray that didn't have the padding.

i have a 73 with the original rear dash and it is padded.  these cars are noisy enough man spring for the pad.
