Lynch Road Fender Tag decoding on a 73 Charger

On this 73 Charger I'm looking at, it's a Lynch Road car. It has two fender tags but the one to the left is blank. What does that mean? Here are the codes on the main tag. What do the last 4 series of numbers indicate? I can't remember. Is there anyway to decode those?
