not trying to hijack, but were these original equipment on the cars?  My car had one when I first got it, but don't know of an option for it.  By the way yours look awesome, alot more shiny than mine ever was.  I still have mine, but pretty much any key will open it. 
69 RT/SE Y3 cream yellow w/tan vinyl top and black r/t stripe. non matching 440/375, 3:23, Column shift auto w/buddy seat, tan interior, am/fm w/fr to back fade, Now wears 17" magnum 500 rims and Nitto tires. Fresh repaint, new interior, new wheels and tires.

According to my copy of G.G.'s 5th edition little white book for years 1969-1971, the locking fuel fill cap was coded J46. So it appears that a customer could order the locking cap on a car if they wanted to.....and they are very shiny! :D
