Whats the stock converter stall speed on 69  727?

Size counts, the 225, 318, 340, 383-4 and Hemi use the 10 3/4" converter, all others use the 11 3/4":

Application also matters. Notice the 383-4bbl converter for A/B body is different than the C body. The A/B body 383-4 is the same as the 340 converter.

what would be a perfect street  converter for a 440 with a mild 270-280 range cam on a 110lsa?

I would say 2500- 2600 ish range on the stall. You could use an aftermarket 11 inch converter for that. Cost would be low too.
