Should both posts on the back of the fuel gauge have the pulsating voltage?

Jet, while I'm not 100% sure, I would assume so because the posts both connect to the same printed circuit board.......the windings of the gauge complete the circuit from one post to the other.....

Yes.  The voltage limiter puts out a pulsating 12v that averages out to 5v.

The one post would be the supply side.  And since voltage is also at the other post, that shows you have a complete circuit thru the gauge.
