There is a brown wire with the flat black female terminal end that is in a harness with a black wire that goes to my proportioning valve........what should this hook up to??  (there is no power to it, with or without the key)

you mean on front lightning wiring harness ?

Black to prop valve/brake fuild dist is the signal to brake ligh on cluster when there is some brake fail. The brake signal on cluster is doble function... the explained and also of course the emergency/parking brake signal.

Brown with female spade terminal is the winshield washer reservoir motor
