What is this for and where does it go?

Looks like a quarter window stop.

It's goes inside the front fender on your 70.  Outside edge of the grill, it bolts to the fender I believe.  I tried to take a pic, but you can't see it on an assembled car.  Should have one for each side.

Guess I was wrong. I don't know anything about '70 Chargers.

No problem Lennard.    I wouldn't either if I didn't own a 70.  It's bigger than it looks in the pic. (No comment  )

It is called an "Impact pad".  Found a pic in the fsm.
