Inspection sticker - what state?

Can anyone identify what state the inspection sticker seen in low middle of windshield is from? I was told that the sticker was from 1978.

Thanks - makes sense since was found in VA. I was told by previous owners the sticker expired in 1978, but never confirmed the state. Thank you!
