I've got the front end together and have replaced all the wear items including adding new Mopar Performance 0.96 torsion bars and new adjusters. I had to unload one of the bars and when I started to reload the bar, small metal shavings were coming off of the adjuster as I was turning it. Is this normal?

no  should not do that , something is wrong ,

also on a side note   any time I unload the front suspension , to do any work  , removing torsion bars etc etc , I always remove the upper bump stops , before I even jack the car up & put it on stands , Because !   when the front wheels are off the ground , the the suspension is still loaded a little ,  because !  the upper controls arm is resting on the bump stops , buy removing the bump stops , it makes the adjuster block very loose , so you can feel if something it not right , cross threading or something ,    :Twocents:

What tan top said^^^----It sounds like the parts were dry (not lubricated) to start with.
When you get all the load off the screw threads and add some kind of penetrating oil you should find the screw easy to turn. If it turns hard damage to the threads is where the shavings likely came from.
The ball push point is the other (if dry) place to get shavings from.
