Ash tray back, paint or refinish?

My ash tray back needs to be redone.  The silver zinc finish is pitted, rough and ths rusty in spots.  I have wire-wheeled off about as much as I can get to and I cannot reach some rust spots or remove all the finish.  At this point, will it be the best just to repaint it.  I am guessing the silver zinc will not cover over the rust (figuring it is a transparent coating).  Any of you have any luck redoing your silver ash tray back and what did you do?

i  media blasted mine and then clear coated it [ matt]

The clear zinc paint will do the trick......it really isnt clear.

Its silver in color, it will cover the rust just fine
