this is an older Carter carb i bought to learn with and play with..... on the bottom of the base plate by the butterflies the number 1737 appears... and on top by the metering rod on the passenger side is the number 1779..... just wondering what the specs where on this and what the big adjustable thing between the 2 mixture screws is.... see attached pic.....

It looks like you found yourself an old AFB.  The screw between the mixture screws is referred to by Carter as a bypass idle air adjustment.  I couldn't tell you what it is for exactly as I'm only reading that from a Carter rebuild diagram.  The Carters I have don't have that screw.
Can't help with the numbers either.
