need decoding help on a chevy ??

a friend of mine may be selling her dads 69 chevelle SS.  I'm not going to buy it but may be the one helping sell it.   I dont know if there are different types of 396 engines or what the codes are on the fender tag.  It ran 7 years ago at her wedding and she thinks maybe once more after that and then her dad died.  Apparently the body is in great shape - been stored inside in a heated garage.  Headliner is falling and mice got above the visors.  She thinks the rest of the interior is ok and should clean up pretty well - not perfect but decent. She believes mechanically it should be ok.  Guess I'll know when I try to fire it up.  I'm guessing it will need new brakes all round.   She says the clear coat is peeling in a few spots. That makes me assume it isn't original paint??  I don't know - did chevy do clear coat back then??

Anyway, any help with tag info would be appreciated and any value ranges would be appreciated as well.
