Something odd I found behind my VIN tag

Anyone ever seen something like this? I am parting out a 67 Coronet to use the drive train for my 68 Charger. The little tag in the top of the picture was under the VIN tag. Anyone ever seen one? What is it?

Typical inspection tag found with fender tags. You can see on sticking up from the upper left side of this tag.
Was the car built at the LA plant?
If you are parting the car and don't want the fender tag, I'll take it.

cool I guess I learned something new today. Sorry I am going to keep it. I am putting the engine in my Charger and Want to keep the title and Tags to I can prove where the drive train came from if I need to.
