i'll hazard a guess they were installed after coming off the transporter, like seen in the daytona photos taken at creative industries.

do NOT take this as anything other than speculation.

 ms survivor superbird might show details ...Ive had some original hardware from removed spoilers .I think there were black bolts.

Based on photos from this survivor - it doesn't look like they were painted body color. Therefore likely black phosphated and thus they rusted over time.

In a Chrysler memo dated Aug 25, 1969 of meeting minutes at Creative Industries , it stated:
"The spoiler will be received complete in prime at Clairpointe. Clairpointe will paint the spoiler assembly with an air dry lacquer in an off line area. The spoiler assembly will be assembled to the car after it is painted."
