are head rests the same on buckets as a bench seat in 69 ?

No. The posts are different but, the actual headrest is the same. You can use them with some modifications to the posts if originality is not a big concern.

Yes, you can make them work with some work, as long as the head rest part looks the same.
The one set I came accross that was a mint original set, one bare was 5-6in longer than the
other one, I just cut 6in on one bar and ground the area were I cut so it was tapered to put
back in the hole easy. Some I have heard of have the notch in a different spot, but I have never
had one of those that was a problem
