Easy way to get 68 Charger fuel door bolts off....

I was in the process of taking down the fuel tank on my 68 Charger and I noticed that the fuel door/lid is held on by some weird looking bolts or rivet looking things.

I have never seen these before as my 70 Charger just has screws holding the fuel cap to the fuel tube. Is there a easy way of getting those bolts or rivets out?

Is there some type of special tool?
