Wonder if someone know the locking cap diameter under the flip flop i mm
Between the end of the taps and  then the diameter of the round body of the lock

You understand what i meant? Between the moving locking square taps, and then the diameter of the body of the round lock.
Also how long it is and how far down the pipe the taps holding the lock from falling into the pipe is.

If I understand you correctly, the body itself is 34mm in diamter and from tang to tang it is 40mm.  The tangs on the upper portion which don't rotate extend 5mm into the fuel filler.  The tangs that lock are 17mm.  Also the locking ones are tapered so that they are 40 at the top but go to 36 at the bottom edge.  Its 29mm from the bottom of the rotating cylinder to just below the chrome ring which surrounds the top.
Does this help or did I screw it up?

Its just One thing we dont understand, looking on my Old pipe, what keeps the lock from falling down the pipe? Nothing on the flange?

There is a large collar on the top.  Essentially there are two pieces with the lock cylinder running through the center of both and tying them together.  The lock cylinder will rotate within the upper collar but not the lower barrel.  As far as I know the larger collar is the only part keeping it from falling in.

I guess we have to wait on the NOS locking cap i found and really see so everything works.

Here is the flange we make in our tool, before cutting the cutouts for the lock
