new carb question...

okay as you can see, carbs are not my forte, so here we go.  I rebuilt this carb (or so I thought I did) as per instructions (or at least it seems I may have).  I have it on the motor and the engine will start but will flood out.  It seems the carb is overloading and flowing out the area circled in the picture.

I made sure the float was adjusted properly, so I do not imagine that it is sticking (well I hope not).

Can someone bring to light what I have done wrong, or what I need to fix that I may not have done?  thanks.

for some reason the needle valve is not closing the flow of fuel off , remove the top of the carb & make sure the needle fully closes & that there is no dirt in there to blopck the needle from closing

took off the top, cleaned it out, and no more overloading, though the accelerator pump seal does seem to let some fuel get passed it ???
