What am I missing....

....besides brain cells?


In the pictures below, there appears to be about 3/8" of space left over from where the clip acctaches onto the accelerator cable & the bracket. What is missing to take up the space? Also, is there supposed to be a gasket between the bracket & firewall?  Can someone please direct me where to go to find the gasket & missing link. Thanks!!!

missing 1 rubber grommet---1  flat washer--1 e-clip with tab
