Mystery wire on bulkhead

While checking out my bulkhead today and I noticed there was wire that had been soldered to one slot. When grabbed the wire I found out it wasn't even connected to anything!  Anybody have an idea where this was supposed to be hooked up and what it was for?  It's the green wire sticking out.

It runs from the positive side of ammeter.Feeds to fusible link then onto starter relay

Hmm...It doesn't seem to be keeping the car from running or starting.  Do I need to hook it back up or just leave it unhooked?

Here's another pic showing a little more.  There is a wire (same green color) someone routed from the starter solenoid to the back of the alternator gauge.  Is this some how by-passing this loose green wire?

PS-The other green wire on the very far right goes to my dixie horn so that's not a concern.

Its correct just replaced and re routed.For some reason

it looks like the fuseable link that attaches to the starter relay.
