gas pedal

so i am new at this site and have a question. I purchased a 69 charger throttle/gas pedal at a swap meet. i notice on putting it in that it sits high on the carpet do i cut the carpet plastic area any ideas? The pedal has two bolts that are attached to rubber rectangle

No thats where is should sit....right on top of the upper right corner of the heel pad.

You have to cut a square hole to the carpet, just 2 bolt holes aren't enough.

When I pulled up the OEM carpet in my 69 the gas pedal was mounted on top of the carpeting exactly where Just 6T9 CHGR said. There is also a white foam gasket that lives between the carpet and pedal base.
