Did all E-bodies get the woodgrain finsih on the dash or just Cuda's, RT's and Rallye's or just Rallye instruments or...?

Not sure about all of them, but for 1970 cars;

Rallye cluster cars.

Gran Coupes.

Std. cluster cars with the woodgrain option.

sort of,
woodgrain was standard with Rallye dash, BUT optional on some non-rallye dashes with certain packages ( Gran Coupe barracuda ) I'm not aware of a woodgrain non-rally dash on Challengers

Optional on 1970 Challengers with the std. cluster.

They are a rare instance of actually using a Plymouth part on a Dodge also. If you ordered the wood grain on a Challenger, it came on the Plymouth style cluster. Likely because they only had the one set of bezels made with the holes for the woodgrain mounting tabs.

What are the differences between the Plymouth and Dodge E-body clusters?

There was a really good thread on that somewhere once, Moparts maybe? Pebble grain, ribbed, etc. I do not remember all of the details.
