You should be able to buy one of these brake bleeder pump kits at Harbor Freight or any local auto store for less than $30. Just run the hose from the pump to the flap, and pump away! You'll know in about a half-dozen strokes or less, and you'll know at what vacuum it activates by the gauge.

I just put the hose on the diaphragm and suck...then I quickly put my finger on the end of the hose and see if it holds.
