Can I tear my steering column apart without indexing it?

I have hit a snag with my flaming river coupler. In the process of drilling a hole for the set pin and can't go any further after getting half way through the shaft. If I could take the two bolts out and slide the shaft off then I can take it to work and use a drill press. But if its indexed or got a spring or something then I do not want to remove the colapseable part of the shaft. One way is to take the whole steering column but if possible I would like to avoid that. I tried some machine shop grade bits and no dice, the next one to use is carbide but they can snap sorta easy.

I used a carbide dremel bit and went through the center of the existing hole and made it all the way. Now I need a sharp bit to finish it.
