Adjusting 73 Carter TQ

Ok I'm still trying to get the TQ on my 73 400 adjusted properly. I believe the accelerator cable was too tight. Before it was idling at 1000RPM and the curb idle screw wasn't even touching the throttle lever. I loosened the cable up some and started the car up. The timing is dead on 10 degrees BTC. The motor is built with all stock replacement stuff. It idles low upon startup, about 600RPM and then once it warms up it got up to 700RPM. But I went to adjust the curb idle screw and screwed it in and it didn't change. So I don't know if the cable is still too tight or what. The pedal is working because it does increase in RPMs when I press in the gas. I replaced the original cable with a Pioneer cable, the only difference being the firewall grommet isn't as big so it doesn't stay in the firewall hole perfect. The fumes are still bad too so I think it's still rich. But I thought I had to get the idle close to 800RPM before I mess with the mixture. I'm the worst at adjusting mixture settings so I haven't messed with the screws at all. I know I'm turning the right screw too, it's the one on top above the long fast idle screw. I noticed after I turned it and nothing changed the curb idle screw was all the way in, the spring was compressed all the way, but nothing changed. This was a reman TQ from the parts store years ago that's been sealed up in plastic wrapped box since I got the car. I think I decoded the number on the TQ it come off of a 76 Dodge Truck with a 440. It has two extra vacuum ports that I capped off. Is there a precise way to adjust the accelerator cable because I tried it on a cold engine and I also let it warm up?
