Could someone decode these engine numbers for me?

Looks maybe like a warranty block machined July 15. They usually have WT or TW on them though - Water Test.

Is the VIN Pad blank?

The 461 looks like it may be a later machine shop stamping during a rebuild?? :shruggy:
