Hi guys;
  I'm rebuilding/restoring my gauge cluster and dash from my 68; I bought the car in pieces, and want to ensure the speedo is working properly before I reface it; what is the best way to test the speedo with it out of the car.

That's how I do it, a cordless drill with a short piece of speedo cable core. If you know the exact speed of your drill you can check the speedo's accuracy by extrapolating, compare the rpm's of your drill with 1000 rpm which is the cable speed at 60 mph.

IOW, 1000 turns of the speedo cable equals one mile or 1000 rpm equals 60 mph.
