Small timing question

Guys, I just got my Charger started for the first time last night (new engine). I was trying to get base timing set and I ran into a small issue. The car won't idle below 1,000RPM or so because it loads up pretty quick and dies out. With it idling that high, my timing mark is advanced off the scale, probably 25* or so. The vacuum advance is definately unhooked and the corresponding port is plugged. The thing is that if I idle it down, the mark comes back to around 10* or so. Would the mechanical advance be doing this at 1,000RPM?

A side note is that as I was stopping for the night, I realized that I had a port on the brake booster that didn't have a plug on it. The vacuum fitting on the booster is one of those with 3 vacuum ports on it, so I had one fitting running to the carb, one fitting plugged up and the other just hanging open. I assume this would result in a massive vacuum leak which likely reduced vacuum at the carb enough that the step up pistons couldn't overcome it, resulting in it running rich. But I don't think that explains the timing thing. I wanted to start it again after plugging the leak, but it was already after 8pm, so I walked away.

Yes the vacuum leak would cause problems, check it again with the port plugged.
