Bulkhead connector wiring question

In my 70 charger I have a wire that goes to the bulkhead connector from under the dash but then there is not a wire that goes to it from the bulkhead connector harness(bottom harness) out into the engine compartment. Is this common? was it for some opton that Ido not have?

What color is the wire?

You would have to ask me that. I do know that it is on the very bottom row on the far left or right and I think it might be yellow but not sure.
