I won on ebay a NOS turning switch

However never got. Seller acclaimed several times he shipped. Never got me tracking number. He said I never ask for insurance ( what is true ) but never got a problem as far I was getting tracking number. I told him as soon I won that I would wish tracking number, what never did. Dunno how to proceed.

   Did you check customs? It could be held up there. I have sold may E-Bay items outside of USA and it has taken several months for some of the buyers to get the items.

No need for customs. was to be shipped to Miami Florida to a friend of mine Home who was traveling to USA on those days and was to come back a week later... but never got. Her sister is still at the place since she lives there and still nothing

NACHO , file PAY PAY dispute . youll get you money back with in a few weeks . this why i insure and get delivery conformation on every item i sell . i had an item get stunck in route at customs it cost me $85.00 on an item i sold for $40.00 .

Open a paypal claim but be prepared to wait after that. First you will have to send messages to the seller through paypal trying to sort things out. Remember to ask for proof of shipping! It's up to the seller to prove he shipped the item! Then if no refund is given or no part, you can escalate the claim and paypal will review it. This usually takes 1-3 weeks or even LONGER depends on the the amount of money involved.

I have sent 2 ebay messagess to seller asking at least fro half of refund, to share responsabilities on this, trying to be friendly. Never got an answer... where I must CLICK on paypal account to make the dispute/claim ?

wasn't able to report the item as NOT RECEIVED on ebay since I gave time to MAYBE GET DELIVERED MISTERIOUSLLY by USPS

Nacho,  looks to me that you are simply out of luck on this one.  The time frame in which you had to file a dispute/claim with Paypal is long since expired.
