73 Plymouth Satellite sebring Plus horn works sporadically

My above listed car has a problem with the horn.  It only works about one out of every five times that I press it.  The relay is brand new, so this is eliminated as a culprit.  Someone told me that I need a new horn ring, but I am clueless as to what they mean.  I HAVE to get this fixed because my state has a law that requires working horns in all vehicles. Any horn experts out there?

Could need to be "tuned"... they have screws ( normally 12 points kind ) to make that, and they press or release the internal diaphragm

there is a ring on the bottom of the steering wheel, it makes contact with a brass roller in the top of the column. It probobly need cleaned for a better connection.  Or the horn switch mounted to the steering wheel trim ring (or pad etc) may need a cleaning also............Or you may have a bad connection in a plug in IE the column connection , bulkhead , relay or right at the horn......OR you may have sticky horns but thats not likely if you sometimes have no horn at all .
